Purpose & Background

The Gauteng Provincial Human Resource Development Council (HRDC) is a multi-sectoral advisory body, chaired by the Premier, mandated to coordinate the province's response to human resource and skills development priorities. The national HRDC was established in March 2010; every other province has already constituted its Provincial Council, most recently Free State (launched 20 November 2025). Gauteng remains the only province yet to formally constitute its Provincial HRDC, which limits the province's standing in national HRD structures and constrains coordinated multi-sectoral delivery.

This plan tracks the implementation programme required to formally establish, constitute and launch the Gauteng Provincial HRDC, following the Executive Council (EXCO) Memorandum submitted for the Director-General's approval (Ref: OP/GCRA/HRDC/2026/002, 13 April 2026), which requests EXCO to authorise three things:

  • Formal establishment of the Gauteng Provincial HRDC.
  • Endorsement of the proposed Council composition, including sectors represented, sectors not yet represented, and stakeholder response status.
  • Approval of the proposed launch framework and programme.

The GCRA Secretariat (Head: DDG, GCRA) is responsible for coordinating implementation, chaired throughout by the Acting Deputy Director-General, GCRA.

Strategic & Policy Alignment
  • Gauteng Master Skills Plan III (MSP III) — the Council's work programme is aligned to MSP III's five strategic goals: multi-sectoral skills pathways, skills infrastructure, demand-led employment programmes, and strengthened GPG institutional capability.
  • Gauteng City Region Economic Growth & Development Plan (GCR-EGDP) 2030 — the Council contributes to GCR-EGDP targets of up to 410,000 additional jobs by 2030, 45,000 training opportunities in priority trades, and SMME-led employment growth.
  • Growing Gauteng Together (GGT) 2030 and the National Development Plan (Vision 2030).
  • Skills Development Act 47 of 1998 and the Skills Development Levies Act.
  • Reconceptualised HRD Strategy — South Africa (2025–2035) and the national Master Skills Plan.
