The Gauteng Provincial Human Resource Development Council (HRDC) is a multi-sectoral advisory body, chaired by the Premier, mandated to coordinate the province's response to human resource and skills development priorities. The national HRDC was established in March 2010; every other province has already constituted its Provincial Council, most recently Free State (launched 20 November 2025). Gauteng remains the only province yet to formally constitute its Provincial HRDC, which limits the province's standing in national HRD structures and constrains coordinated multi-sectoral delivery.
This plan tracks the implementation programme required to formally establish, constitute and launch the Gauteng Provincial HRDC, following the Executive Council (EXCO) Memorandum submitted for the Director-General's approval (Ref: OP/GCRA/HRDC/2026/002, 13 April 2026), which requests EXCO to authorise three things:
The GCRA Secretariat (Head: DDG, GCRA) is responsible for coordinating implementation, chaired throughout by the Acting Deputy Director-General, GCRA.
